The covert targeting program is a National Security Program in my opinion. It is also part of the bio satellite surveillance program that is ran through the Department of Defence. Because it's a NSA program all the many different departments of our federal government, along with our military branches and many private contracted security companies are the main players in this covert targeting program. This covert targeting program is well funded. Organized from the top heads of our military and our federal agencies right down through your state, county, and local authorities. Then into the neighborhoods that the targeted individual lives in.
This covert targeting program is many different programs rolled up into one. Designed to torture and destroy the targeted Individuals life in every way. The East German Stazi secret police used the Zersetsung tactics on their citizens to destroy lives of basically the people that went against their government. In the 1950's the USA brought Nazi scientist to America to learn these Zersetsung tactics. They brought over 1000 Nazi scientist to America and gave them American citizenship in exchange for the Nazi scientist to teach our USA government these Psychological Warfare tactics known as Zersetsung.
In today's world, our federal government is using the Zersetsung tactics on targeted individuals, in an effort to destroy the targeted individuals life. It's a combination of tactics that are designed to attack the targeted Individuals life from every angle. They place targeted Individuals on the terrorist screening data base watch list. Then they invoke the 1947 National Security Act. This 1947 National Security Act law allows them to strip any American citizens of their constitutional rights and allows our government to do what ever they want to do with the targeted individual. This is one of many loopholes that they have created to use people how ever they want. Our government has many different programs and they have been using American citizens for experimentation for over 70 years. They have been testing on citizens for the purpose of training, research and development. It started April 13, 1953 when the CIA started the MK-ULTRA program and it has never ended. MK-ULTRA had over 149 subprograms and ran for over a decade. In that period they studied the human brain and through a series of techniques they learned how to manipulate and control a persons brain. They new if they could control a persons brain, then they could control that person totally.

Most targeted Individuals have been targeted since childhood and are completely unaware that they have been targeted their whole life's. They are linking the targeted individuals brain to the computer for life. They tap right into the targets biometrics. The brain fingerprint, voice fingerprint and heart fingerprint. Then they record every aspect of the targeted Individuals life, for the duration of the targeted individuals life. They are using the people in the targeted Individuals environment to not only stalk and surveillance the target. They are also using the gangstalkers to manipulate the environment of the targeted individual. Creating an environment that the targeted individual is forced to live in. The CIA NO TOUCH TORTURE PROGRAM is part of this gangstalking program. First before I go any further I need to explain to you that one of the four legal definitions of torture is the minipulation of the person's environment.

Under the United Nations Convention Against Torture, torture is defined as any act intentionally inflicting severe physical or mental suffering. Manipulating a person’s surroundings is heavily utilized in "no-touch" torture because it attacks a person's conscious mind and breaks their will without leaving physical scars.

They are in the fire departments, their in the state, county and local police. They are in our courts and they have their own people connected to judges and lawyers.
